Bill Tracker: HB 1000 No Sales Tax on Energy Efficient Products

HB 1000 eliminates sales tax collection on certain products if the products are energy efficient. The list of products is long, and includes dishwashers, refrigerators, ceiling fans, and compact fluorescent lightbulbs.

In a strange twist, making the bill seem more like a Home Depot Excess Inventory Sale, the bill limits the sales tax exemption to between Memorial Day and the 4th of July.

The bill passed the House and is being considered by the Senate.

The fiscal note indicates that a negative fiscal impact is expected in the range of $11 million dollars. Yet nowhere in the analysis is it mentioned that the energy efficient products save Texans in energy costs.

I would like to know if the savings to Texans exceeds the loss in revenue to the State.
