Not-That-Endangered Species?

What's the most effective way to get more animals off of endangered species status? It seems that according to the Bush administration, it's by making it harder to get on in the first place. If you'd think this would lead to more species nearing the brink of extinction or being lost altogether, the article seems to indicate you'd be right.
