The Stake in SB 482

Ooh, that was pretty.

Representative Jim Dunnam may have just killed SB 482 for the last time — no, really, the last time, we mean it.

Rep. Dunnam had threatened to pile points of order on the bill (again) if it were to be considered (again) by the House. He cited as one example of the points of order he had against it an issue regarding the date on the conference report -- no big deal, right? Turns out the ruling basically said as much — the particular date printed on the conference report wasn't even necessary, apparently.

But point of order number two (of four he has, apparently) is a doozy. Apparently, after the conference report was changed in light of a previous point of order, it was never recommitted to the conference committee. Which would seem to mean that the Senate didn't approve the modified version -- a bit of a problem for the bill, as the Senate is already adjourned.

Granted, we've seen a number of rules be bent by the triumvirate on the dais in these last four days, but I'm not sure I see how they can get around this one — Rule 13, Section 13 seems pretty straightforward, and I can find nothing at all that addresses the issue other than that. This may be the death knell for SB 482.
